HOW TO FILE AN OFFER IN COMPROMISE? WHO CAN NEGOTIATE AN OFFER IN COMPROMISE?
The offer in compromise form is available online. You can download it from the IRS's website. What you should know is that, in order to have your offer in compromise accepted by the IRS, you must have reasonable explanations for requesting to pay less tax than you owe. You must show that you can not afford to pay your tax liability.

I CAN'T AFFORD TO PAY MY BACK TAXES! CAN I QUALIFY FOR CURRENTLY NOT COLLECTIBLE STATUS?
If you can not afford to make reasonable payments to the IRS and you prove financial hardship, you may qualify for Currently Not Collectible status. If the IRS approves your request, they will stop any collection action they have against you. Collection action can take form of wage garnishment or tax lien against your property. However, the penalties and interest will continue to accrue. If the statute of limitations on collection action expires, your back taxes debt will be voided.
